The Office of Community Partnerships within the Community Engagement Cluster is seeking a full-time merit-based Community Outreach Manager (Language Access Manager) to work with a team under the supervision of the Director of the Office of Community Partnerships.

Minimum Qualifications

The Office of Community Partnerships (OCP) seeks an experienced full- time Korean Translation Specialist (Administrative Specialist III) to join a newly formed Language Access Unit.
The mission of the Language Access Unit is to help make the programs and services of the County Government more accessible to Montgomery County residents who speak a variety of languages. The Translation Specialists will provide written translation of information that is important to County residents into the languages widely spoken in the County. The Translation Specialists must understand regional and cultural differences within the language speaking community as well as be capable of translating information into the language universally and widely understood by the community members in Montgomery County.
The Translation Specialists will play an important role in leading the effort to establish written translation standards for the County government and to shape the County's important messages and voice and to ensure the information is effectively carried to the target language speaking community.
The primary responsibilities of these positions are to:
Although the Translation Specialist will be primarily translating from English to the target language, they should be capable of providing reverse translations (from the language to English). These positions require a high level of language competency as designated by Interagency Language Roundtable's translation performance level 3+, preferably level 4 or higher (County Advanced Language Certification examination score of 10 or above).
This position requires working with a multilingual community. The successful candidate will be required to pass an advanced proficiency Korean/English language examination assessing those skills required for oral and written communication and comprehension. The positions may work in the evening and weekends.

Substitutions: 1. Education for Experience: Additional education will substitute for the required experience on a year-for-year basis. 2. Based on the responses to the candidate assessment questions, the top-rated applicants will be invited to participate in a language certification examination (Advanced Level). In order to be considered for an interview for this opening, applicants must receive a passing score of 10 or above. Interviews will then be held. The selected candidates will be required to pass the County's Basic level language examination in addition to the Advanced examination to receive Multilingual Pay Differential. Employees who previously passed the County's language examination at the Advanced level, will need to be recertified with a passing score of 10 or above.
